Municipal administrative and economic mechanism and the possibilities of its corrupt degeneration under the influence of subjective socio-psychological factors (using the example of the sphere of physical culture and sports)

Abstract. A pressing scientific and practical problem of effective fight against corruption «on the ground», at the level of municipalities, is the powerful influence of the subjective socio-psychological factor, which very often has a significant impact on the determination by the heads of municipalities of the priority and priority of satisfying different-level social and group interests and fulfilling the obligations associated with them, as well as on the choice of a model for strategic development of the spheres of the municipality (in particular, the sphere of physical culture and sports). The relevance of the topic and material of the article is determined by the need for a thorough analysis and resolution of the above problem, aggravated by the fact that the current municipal mechanism of administrative and economic management itself, as well as the mechanism of regular democratic elections of the Head of the municipality, present a lot of opportunities for strengthening the influence of the subjective socio-psychological factor and the flourishing of local corruption caused by this influence. A scientific hypothesis is a preliminary scientifically and practically substantiated assumption that it is possible to limit and even neutralize the negative impact of the subjective factor in municipal management by tightening state accounting and control over the distribution and movement of budgetary and extra-budgetary financial flows, as well as by implementing strict punitive sanctions in cases of illegal and improper use of financial resources.
The purpose of the article is to analyze (using the example of the sphere of physical culture and sports) the organization of the municipal administrative and economic mechanism itself from the standpoint of the possibility of its corrupt degeneration under the influence of the subjective socio-psychological factor.
Conclusions. The municipal administrative and economic mechanism operating in modern conditions has a huge number of loopholes for the illegitimate development and organization of corrupt transactions, of which a bribe is only one, the most vulnerable, and therefore far from the smartest and most far-sighted form of corruption. A bribe planted in a desk in an office often turns into a means of fighting corrupt officials against investigators, controllers, and colleagues who interfere with their honesty and integrity.
There are many forms of corruption that are much more effective and less vulnerable to law enforcement and punitive agencies, for example, registering objects bought at residual value in the names of fictitious persons, transferring budget funds to offshore accounts, organizing fake tenders, disguising an expensive vacation as a business trip, purchasing expensive foreign cars, real estate, and so on.
Only the highest state authority can successfully fight such more sophisticated manifestations of corruption by creating strict conditions for accounting, control, and punishment of corrupt officials. Without a sharp tightening of accounting and control, no innovative legislation will help in the fight against corruption.
