Basic scenarios for the revival and development of single-industry towns in Russia

Abstract. At the present stage of economic development, the Russian state quite often faces the problem when single-industry towns demonstrate unprofitable development and show their lack of prospects. The state needs to decide whether it is worth supporting financial injections into such cities or whether it is worth closing them. The way out is the implementation by the state of a policy that involves reaching a compromise and providing an option using which the city can modernize the city-forming enterprises.
Due to the fact that single-industry towns in Russia mainly appeared during the Soviet period, they are arranged in such a way as to exist within the framework of the command and administrative economic system. But time has passed. The command and administrative system of the economy has been replaced by a market system, in which not all single-industry towns can show their effectiveness, because they do not have mechanisms to increase competitiveness in comparison with other economic entities. The lack of effectiveness of single-industry towns is explained by the fact that they are very dependent on the city-forming enterprise, and if this enterprise is unprofitable, then in accordance with this, the whole city is without work and means of livelihood.
The problem is that it is impossible to implement a scientific approach to the consideration of this issue if you do not get a general picture of the Russian Federation. But some general scientific papers on this topic have not yet been written, and mostly researchers devote their work to local single-industry towns. For the most part, these cities produce products that have a low degree of processing, and the pricing policy depends on what prices for these products are on world markets. The entire population and its well-being depends on how effectively the city-forming enterprise operates. It is necessary to diversify the economy of these single-industry towns, but taking into account the individual characteristics of each city’s development.
