Abstract. The purpose of this paper is to theoretically substantiate the importance of media literacy for national security and identify key areas for its development as the foundation of ideological immunity. Currently, digital technologies and hybrid conflicts make the primary threat to the state not military force, but information that influences people’s consciousness. The article argues that media literacy is becoming a strategic resource for developing society’s ideological immunity — the ability to resist harmful information influences. The author analyzes contemporary threats (disinformation, «information bubbles», and cognitive warfare) and explains the key concepts of «semantic security» and «ideological immunity». It emphasizes that media literacy is a critical resource for national security and the primary tool for developing ideological immunity — the ability of society to protect its values and unity from external harmful influences. A model for the gradual development of media competence through the education system is proposed. The main conclusion is that solving this problem requires a unified state policy that incorporates media education into educational standards and promotes the creation of a positive national information agenda. It is emphasized that the state must actively shape a positive information agenda based on national values that unites society, and strengthening the population’s media literacy must be a priority in the national security strategy. This will be an investment not only in protection from external influence but also in the country’s constructive sovereignty.
