Abstract. The article describes the basic principles of digital sovereignty formation, as it is one of the key tasks of a modern state in the conditions of global digitalization. The rapid development of technologies such as the Internet, artificial intelligence and cloud computing forms new challenges for national security and identity. Russia, as one of the world’s leading powers, faces the need to protect its information space from external influences such as sanctions, cyberattacks and attempts to control global digital platforms. Without effective control over digital resources, there is a threat of subordination of the Russian economy and social system to external actors. The work corresponds to the direction of research in the specialty 5.5.2 Political Institutions, Processes, Technologies. The aim is to study the role of technology and public policy in strengthening Russia’s digital sovereignty.
The main objectives include:
- Analyzing the concept of digital sovereignty and its significance for modern Russia.
- Examining key technological solutions aimed at ensuring digital sovereignty.
- Evaluation of government policy measures and legislation in this area.
- Identification of the main challenges and threats facing Russia in the context of digital transformation.
Technological independence is impossible without state support, and a policy without a technical base becomes declarative. Therefore, a comprehensive consideration of these two aspects allows us to understand Russia’s strategic approach to digital sovereignty.
The paper examines the different views of contemporary scholars and assesses the various ways and methods used by political actors and countries to implement digital technologies in the context of strengthening digital sovereignty.
Keywords: digital technologies; artificial intelligence; political processes and technologies; formation; digitalization; digital sovereignty; technologies
