Typology of hybrid warfare goals

Abstract. The end of the twentieth century was marked by the fact that classical wars, which were widespread all over the world, and which were based on the conduct of positional warfare, began to be used less and less as a way to resolve interstate conflicts. Moreover, in the system of modern international relations, traditional (conventional) wars have become the subject of a negative assessment of conflict resolution between states. This led to the emergence of a new type of conditionally non-military confrontation — hybrid warfare (hybrid from Latin. hibrida, hybrida — «crossbreed»). Unlike traditional ones, according to its legal regime, a new type of military and non-military confrontation does not cause a negative assessment of the world community. According to the author, the concept of «hybrid wars» and conflicts is based on non-standard, from the point of view of traditional warfare, the behavior (actions) of its participants. The difference between hybrid warfare and its conventional counterparts is based on its ultimate goal. Now there is no need to destroy the enemy state and destroy its population. The complexity of the definition of the so-called main goal determines the set of priority actions of the aggressor states. Its obviousness can be determined by establishing more complex (complex), so-called «nested» goals. Nested goals can be determined by the specific goals of the states of the aggressor state’s allies or the goals of the aggressor’s fellow travelers. The author refers to the third group of goals of hybrid warfare as «collateral», which are not the main ones, but can be determined depending on the current situation. The fourth group of goals are «supportive», the value of which is determined by a specific situation that does not allow achieving the main goal. Concomitant, can be considered as a specific intermediate stage.
