Abstract. The problem raised in the scientific article «On the criteria for the state digital policy of the Russian Federation in healthcare» is relevant in light of the global crisis caused by the COVID-19 pandemic, which has outlined the decisive role of healthcare in matters of sustainable development and national security for all countries without exception. There is an expansion of the boundaries of the healthcare sector from a purely medical to a political dimension. The author addresses the issue of defining the «state digital policy of the Russian Federation in healthcare» and, based on existing approaches regarding the concepts of «state policy» and «digital policy», offers a generalized understanding of the object under study. The article presents the author’s systematization of the criteria for the state digital policy of the Russian Federation in healthcare, according to which the criteria are considered in two aspects: as a sign (property), and also as a qualitative characteristic. When considering the criteria of the state digital policy of the Russian Federation in healthcare as a sign (property), the author analyzed the criteria for the institutional, regulatory and functional nature of the state digital policy of the Russian Federation in healthcare, aimed at the optimal combination of traditional technologies for the development of domestic healthcare and the digital transformation of this socially significant industry. To describe the qualitative characteristics of the state digital policy of the Russian Federation in healthcare, the author proceeds from the goal setting of the state policy of the Russian Federation in healthcare itself, which is fixed by the priority national goals of the Russian Federation for the period until 2030, providing for the «preservation of the population, health and well-being of people». The author’s conclusion about the socially oriented essence of the state digital policy of the Russian state can become the basis for the development of indicators for assessing the effectiveness of its implementation.
