Abstract. Raised in the scientific article «Digital maturity as a tool for assessing state policy in the field of healthcare for compliance with the national goal of «Digital Transformation», the issue is relevant and topical. The departure and termination of activities in Russia of large Western suppliers of digital technologies in 2022 requires a revision of significant aspects of the course taken in Russia towards digital transformation and the activation of import substitution. For the healthcare sector, the state policy on innovative development, the search for domestic digital products and state investments in their development are vital to maintain the continuity, accessibility and quality of medical care. The negative effects of the COVID-19 pandemic, which has led to severe disruption to healthcare systems and has demonstrated the power of digital services to ensure access to healthcare in the face of restrictive measures, are still ongoing. This study considers the issues of tools for assessing the effectiveness of the state policy of digital transformation of healthcare. The paper presents the current system for assessing the effectiveness of state policy and the activities of government bodies to achieve the national goal «Digital Transformation», the very concept of «Digital Maturity» is disclosed and the characteristics of the approved targets for the healthcare industry are presented. The author considers digital transformation not only as a national goal of Russia’s development, but also as one of the means of solving the key problems of providing the country’s citizens with affordable and high-quality medical care in conditions of limited resources. Digital technologies create opportunities for the development of new models of public health policy, and therefore, it is necessary to update the systems of indicators for its assessment.
