Currently, digital technologies and hybrid conflicts make the primary threat to the state not military force, but information that influences people&#8217;s consciousness. The article argues that media literacy is becoming a strategic resource for developing society&#8217;s ideological immunity \u2014 the ability to resist harmful information influences. The author analyzes contemporary threats (disinformation, \u00abinformation bubbles\u00bb, and cognitive warfare) and explains the key concepts of \u00absemantic security\u00bb and \u00abideological immunity\u00bb. It emphasizes that media literacy is a critical resource for national security and the primary tool for developing ideological immunity \u2014 the ability of society to protect its values and unity from external harmful influences. A model for the gradual development of media competence through the education system is proposed. The main conclusion is that solving this problem requires a unified state policy that incorporates media education into educational standards and promotes the creation of a positive national information agenda. It is emphasized that the state must actively shape a positive information agenda based on national values that unites society, and strengthening the population&#8217;s media literacy must be a priority in the national security strategy.
