Abstract. The purpose of this study was to improve the analytical support for management decisions of authorities on the development of regional cluster initiatives by adapting traditional analytical tools of strategic management to the specific conditions and challenges characteristic of Russian regions. The study examines in detail the use of the PEST framework and its various variations in the analysis of the external environment for the development and application of public policies and regional development strategies.
As a result of the research, the PESTELI framework was adapted to solve the problems of consulting authorities on the implementation of cluster policies in Russian regions.
An important result of this study was the modernization of the PESTELI analytical framework, which was adapted taking into account the characteristics and dynamics of Russian regional clusters. This approach made it possible to more accurately assess the influence of political, economic, sociocultural, technological, environmental and legal factors on the implementation of cluster initiatives. Integration of additional factors, such as the availability of infrastructure of regional clusters, the level of interaction between cluster participants and the effectiveness of financing mechanisms, will deepen the political science analysis of regions and allow authorities to develop more accurate and relevant decisions on the support and development of cluster initiatives.
Based on the modernization of the framework, recommendations were developed to improve the analytical support for government decisions in the field of cluster policy.
Adaptation of the PESTELI framework for consulting on the implementation of cluster policies in Russian regions will allow us to develop a systematic and targeted approach to the analysis and development of clusters. The application of the proposed tool will help authorities effectively take into account the characteristics and challenges in the regional context, contributing to the sustainable development of cluster initiatives.
Analysis of economic, sociocultural, technological, environmental, legal and industrial factors allows us to identify key aspects and success factors, facilitating informed strategic decision-making. In addition, emphasis is placed on the importance of adapting frameworks to specific conditions and objectives, which contributes to the development of effective strategies and policies in various fields.
