The national security strategy of the Russian Federation: the genesis and challenges of our time

Abstract. This article examines the genesis of the National Security Strategy of the Russian Federation as a leading document in the field of policy for the protection and enhancement of the national heritage of our country, characterized by a high level of political balance and analytical sophistication in the conceptual elaboration of the topic of national security. Based on modern scientific literature, current legislation and the current information agenda, the author notes that the evolution of the main provisions of the Strategy, and earlier the Concept, reflects in its essence the spirit of the times, from the period of the 1990s, when the Russian Federation gained state sovereignty, new governance institutions appeared and an optimal development model was sought. and up to the present, characterized not only by the strengthening of our country’s economic and military might in the 2000s and 2010s, but also by the emergence of completely different tasks to ensure the country’s security. The author emphasizes the role of new challenges and threats to the stable development of Russian society and the state, reflected in the transformation of this document in its various editions, including in the interpretation of the very concept of national security. According to the author, the current stage of global development requires a prompt analytical response on the part of the state to problems that negatively affect the stability of every person’s life, and the issue of saving the internal resources of the country and the entire society is acute. In this regard, the national security system of the Russian Federation should function not only on the basis of time-tested means and methods, but also be susceptible to various long-term circumstances, which, of course, will be reflected in the future version of the Strategy.
