Development of innovative activities of the younger generation through participation in youth self-government

Abstract. The article presents an analysis of the Institute of youth parliamentarism as a promising tool for stimulating the innovative activity of young people, as well as involving them in making managerial decisions related to the development of the state and society. The institute under study has been in the focus of public and government attention for a quarter of a century, but a well-founded approach to this phenomenon has not yet been developed in the scientific community. The author examines the historical, institutional and legislative aspects of the formation of youth advisory bodies under government bodies (youth parliaments) at the federal and regional levels. The consolidation of the concepts of «youth parliamentarism» and «youth parliament» was not reflected in the adopted federal legislative acts. It is concluded that the practical implementation of the key ideas that formed the basis for the functioning of youth parliaments in our country turned out to be problematic. In each region, the formation and functioning of youth parliaments has its own specifics, because today there is no unified policy in this area.

The article also examines the regional aspect, presents the experience of the youth parliament of the Moscow region as a platform for innovative activities of young citizens. The regulatory framework for its functioning is presented, as well as ongoing youth initiatives, ongoing events, and projects in 2023. This indicates the inclusion of representatives of the youth community of the Moscow region in the management of the development of the region.
