Mechanisms for improving the competitiveness of science in the light of cluster-microservice architecture

Abstract. This article examines the problem of increasing the competitiveness of science in the context of digital transformation. It is shown that traditional methods of government support for science — sectoral planning, institute funding, and publication metrics — are based on an outdated model of science as a hierarchical, disciplinary system and are ineffective in a distributed knowledge ecosystem. Based on cluster-microservice architecture (CMA), this paper proposes a new approach to diagnosing and overcoming anti-patterns that reduce scientific competitiveness: monolithic structures, interface and platform lock-in, suppression of polymorphism and inheritance, and the substitution of political struggle for healthy competition. The paper formulates principles for shaping the science of the future: encapsulation and interfaces, polymorphism, recursive feedback, inheritance, discretization, and reflection. This article is intended for political scientists, government officials, and experts in science and technology policy.
